The Forever Shaman levels as Enhancement, but the road there has a twist. Mana, not damage, is the real limit before level 30, and the best answer turns out to be a few Restoration points for Mindfulness and a free Water Shield before you respec into Stormstrike and Windfury. Along the way Forever gives Shamans new tools: Earth Shock now taunts and interrupts, Fire Nova explodes your Searing Totem, totem threat now goes to you so Shamans can tank, Mental Dexterity turns Intellect into Attack Power, and Rage of the Farseer at 40 is a personal Bloodlust.
Below, we explain the leveling path, give ready talent builds for our calculator, and cover the rotation and shock twisting, weapon imbues, races, professions, Legacy talents and dungeon tanking for both factions. Levels 1–30 are tested on the beta, which is capped at 30; levels 31–60 follow beta data and will be updated after the November 4 launch.
Enhancement is the leveling spec: you fight in melee with a big weapon, totems and shocks, and heal yourself between pulls. The question is how to get through the levels before Windfury Weapon at 30 without drinking after every mob.
| Spec | Levels | Best for | Strengths | Weaknesses |
|---|---|---|---|---|
| Restoration start, then Enhancement | 10–30 | Solo questing with no downtime | Mindfulness and Water Shield solve early mana problems | Slower Ghost Wolf and less crit early |
| Enhancement | 30–60 | Everyone from Windfury onward | Stormstrike, Flurry, Windfury and Rage of the Farseer | Damage depends on Windfury procs |
| Elemental | Not recommended for leveling | Spell damage fans | Lava Burst at the end of the tree | Shocks and spells lost a lot of base damage in Forever |
Our recommendation: start with the Restoration mana build to 30, then respec into Enhancement once you have Windfury Weapon and Stormstrike. If you would rather not respec, going straight down Enhancement works too; you will simply drink more before 30.

Mana Build: Levels 10–30
Restoration start · Questing with no downtime
Before Windfury, every Fire Nova, shock and Lightning Shield costs mana you cannot afford. This build takes Improved Healing Wave, Mindfulness and Tidal Focus in Restoration, then Water Shield, and spends the rest on Thundering Strikes, Mental Dexterity and Improved Ghost Wolf in Enhancement.
Shaman mana build, level 30
The talents that carry it:
Enhancement Build: Level 30
Respec at level 30 · Melee with a big weapon
At 30, respec into Enhancement: Thundering Strikes, Mental Dexterity, Improved Ghost Wolf, Shamanistic Focus, Anticipation, Stormstrike, Flurry and the first point of Improved Stormstrike, which takes over the mana role of Mindfulness.
Enhancement Shaman, level 30
Enhancement Build: Levels 31–60
Full Enhancement · Follows beta data
Past 30 you finish Flurry, Elemental Weapons and Improved Stormstrike, take Spirit Weapons, which resets Stormstrike every time you dodge or parry, and go down to Maelstrom Weapon and Rage of the Farseer. The leftover points go back into Restoration for Mindfulness and Water Shield. This part follows beta data and will be checked after launch.
Enhancement Shaman, level 60
Two Forever changes shape the rotation. Fire Nova no longer needs its own totem: it explodes your Searing Totem, which keeps shooting afterwards. And Flame Shock shares a cooldown with Earth Shock, but its damage over time lasts 12 seconds, so you can shock twist: Flame Shock first, then Earth Shock on top while the burn keeps ticking.
On a normal pull, go through this order:
An easy way to keep Water Shield up is a cast sequence macro that alternates it with Earth Shock, so every second press of the button refreshes the shield:
#showtooltip Earth Shock /castsequence reset=combat Earth Shock, Water Shield
Earthbind Totem is your best escape and control tool: drop it to kite, or to stop a low-health mob from running for help.
Before level 30, put Rockbiter Weapon on a two-hander or a one-hander with a shield. At these levels it gives more Attack Power than Flametongue or Frostbrand, and it generates a lot of threat, which matters if you tank. From 30, switch to a slow two-hander with Windfury Weapon; its procs are where your big hits come from.
Ghost Wolf arrives at 20. With 2/2 Improved Ghost Wolf it is instant and gives 40% movement speed, which makes you one of the fastest classes between 20 and 40. In Forever it also works indoors, so you can use it in dungeons and caves.
For stats, Agility comes first, then Strength, then Stamina and Intellect. Mental Dexterity turns Intellect into Attack Power, so Intellect is no longer wasted on a melee Shaman, and Spirit Weapons makes dodge chance from Agility even more valuable. Spell power is less useful than it looks: Forever lowered how much spells scale with it, so shocks fall behind as you level.
One thing still unconfirmed on the beta is how often Windfury procs: there are reports that it uses an internal cooldown similar to The Burning Crusade, which would favor slow two-handers even more.
Shaman is still mostly a Horde class: Orcs, Tauren, Trolls and the new Skyborne Windshapers can roll one, and Dwarves are the only Alliance option. For a melee Shaman the difference between races is small, so pick the faction and look you want first. If you are undecided, Orc has the strongest kit for Enhancement.
| Race | Faction | Why it works for a Shaman |
|---|---|---|
| Orc | Horde | Blood Fury adds 10% Attack Power and Spell Power with no healing penalty; Axe Specialization gives 1% crit to spells and attacks with an axe; Shatter Curse and Hardiness add defense |
| Tauren | Horde | War Stomp stuns up to five enemies, Endurance adds 5% health and 1% hit, Plainsrunning speeds you up between quests |
| Troll | Horde | Berserking adds 10% attack and casting speed; Rapid Regeneration restores half your health out of combat |
| Skyborne (Windshaper) | Horde | Wind Blessed adds 1% Haste, Skysight boosts movement speed, Walk on Air lets you glide down cliffs |
| Dwarf | Alliance | Stoneform removes bleeds, poisons and diseases; Mace Specialization gives 1% crit with a mace |
Our WoW Forever Skyborne race guide covers the new race and both of its branches in detail.
Forever keeps the Classic experience curve but pushes players into the open world. Since the October 1 beta build, dungeon quests give half their old bonus experience, and dungeon mobs give far less than in Classic even after the 20% increase on October 8. Low-level mobs were trimmed on purpose too, so once a zone turns green, move on. Ghost Wolf from 20 makes the walking between quest hubs much shorter than for most classes.
| Levels | Horde | Alliance (Dwarf) |
|---|---|---|
| 1–10 | Durotar, Mulgore | Dun Morogh |
| 10–20 | The Barrens, Silverpine Forest | Loch Modan, Westfall, Darkshore |
| 20–30 | Stonetalon Mountains, Ashenvale, Hillsbrad Foothills | Redridge Mountains, Duskwood, Wetlands, Ashenvale |
| 30–40 | Thousand Needles, Desolace, Arathi Highlands, Stranglethorn Vale | Arathi Highlands, Desolace, Stranglethorn Vale |
| 35–45 | Riverglades (new in Forever) | Riverglades (new in Forever) |
| 40–50 | Tanaris, Feralas, The Hinterlands, Badlands | Tanaris, Feralas, The Hinterlands, Badlands |
| 50–60 | Un'Goro Crater, Felwood, Burning Steppes, Winterspring, Eastern Plaguelands | Un'Goro Crater, Felwood, Burning Steppes, Winterspring, Eastern Plaguelands |
The levels from 30 to 60 follow the Classic flow and will be updated after the November 4 launch. On the way to 30, the dungeons worth a clear are Ragefire Chasm or The Deadmines, the new Ruins of Lordaeron, Wailing Caverns, Shadowfang Keep, Blackfathom Deeps, and the new Excavation Site and City of Dalaran. Our WoW Forever dungeons overview lists every dungeon with its level range.
If you would rather skip the climb, our WoW Forever leveling service can take a Shaman to 60 while you focus on the endgame.
Shaman wears leather until 40, so Leatherworking pays off early. Every crafting profession also awards a Legacy point at 150, 225 and 300 skill.
Our WoW Forever professions guide covers every recipe path from 1 to 300.
Thrill of Adventure is the best first pick: at 5/5 every non-trivial kill outside dungeons, raids and battlegrounds restores 5% of your health and mana over 10 seconds, which covers most of the mana your shocks and totems cost. On an alt, Talented gives five extra talent points early and gets you to Stormstrike sooner.
We explain where every Legacy point comes from in our WoW Forever Legacy Points guide.
Shaman can fill any dungeon role while leveling, and in Forever tanking became a real option. The threat your totems generate now goes to the Shaman, so Searing Totem and Fire Nova hold whole packs, and Rockbiter Weapon adds heavy single-target threat. Tanking works best with a one-hander, a shield and these habits:
If the group needs a healer instead, a Shaman can heal leveling dungeons in any spec with Healing Wave and enough mana. Stock up on water, and put Mana Spring and Healing Stream totems down before the pull.
These habits make the difference between a slow Shaman and a fast one:
These are the questions players ask most often about leveling a Shaman in Forever.
What is the best Shaman spec for leveling in WoW Forever? Enhancement. Shocks lost base damage and spell power scaling during the beta, so Elemental falls behind as you level, while Enhancement gets Stormstrike at 25 and Windfury Weapon at 30.
Can a Shaman tank dungeons in WoW Forever? Yes. Totem threat now goes to the Shaman, so Fire Nova, Rockbiter Weapon and a shield hold packs well in leveling dungeons.
Does Shaman still have Bloodlust? Not on the beta. Enhancement gets Rage of the Farseer at 40 instead, a personal burst cooldown with no benefit for the group.
Is Intellect useful for Enhancement? Yes. Mental Dexterity turns 100% of your Intellect into Attack Power, so Intellect on leather and mail is no longer wasted.
Will Windfury get an internal cooldown? It is a rumor from the beta and has not been confirmed. If it happens, slow two-handers will matter even more.
