The Forever Paladin is no longer the class that auto-attacks for 60 levels and waits for Seal of Command. A new instant attack, Holy Strike, gives you something to press from level 6, Judgement no longer eats your seal, Consecration and Blessing of Kings are trained baseline at 20, and every spec now scales with spell power. The result is one of the smoothest solo levelers in the game: a sturdy melee class that heals itself, moves 15% faster with the right talent, and can tank or heal any dungeon along the way.
Below, we explain why Retribution is the best solo leveling spec, give ready talent builds for our calculator, and cover the rotation, the stats that actually matter (hint: not Strength), weapons, races, professions, Legacy talents and dungeon roles for both factions. Levels 1–30 are tested on the beta, which is capped at 30; levels 31–60 follow beta data and will be updated after the November 4 launch.
All three Paladin trees can reach 60 in Forever, which was never really true in Classic. The difference now is spell power: Holy Strike, Seal of Command, Consecration and Judgement all scale with it, so the spec you pick changes your playstyle more than your raw speed.
| Spec | Weapons | Best for | Strengths | Weaknesses |
|---|---|---|---|---|
| Retribution | Slow two-hander | Solo questing, first-time Paladins | Big Seal of Command crits, 15% permanent movement speed, strong self-healing | Single target only until Consecration at 20 |
| Protection | One-hander and shield | Tanking dungeons, pulling 2–3 mobs at once | Reckoning and Holy Shield punish packs; very little downtime in Spirit gear | Slow on single targets, weak without a group to tank for |
| Holy (Shockadin) | One-hander, spell power gear | Duos and players who want to heal dungeons | Holy Shock damage and instant heals; early simulations rate it surprisingly high | Needs spell power gear and careful mana use |
Our recommendation: level as Retribution. It is the simplest to play, kills single targets quickly with a slow two-hander, and Pursuit of Justice alone saves hours of travel. Switch to Protection only if you plan to tank most dungeons, and try a Holy Shock build if you level in a duo.
Your first points are the same for everyone. Before Seal of Command, the cheapest power comes from 5/5 Benediction, which makes every instant spell cheaper, including Holy Strike, Judgement and Consecration.
Paladin Leveling Builds
Pick a build to open it in the talent calculator
Retribution Build: Levels 10–30
Slow two-hander · Solo questing
This build takes you straight to Seal of Command and Vengeance while fixing the Paladin's two old problems, mana and travel time. Sanctified Judgement refunds part of every Judgement, and Pursuit of Justice adds 15% movement and mounted speed at all times.
Retribution Paladin, level 30
The talents that carry it:
Retribution Build: Levels 31–60
Full Retribution with Holy talents · Follows beta data
Past 30 you finish the Retribution tree with Two-Handed Weapon Specialization, Champion of the Light and Twist of Light, then fill the Holy tree with Divine Strength, Divine Intellect, Improved Seals and Reverence. Champion of the Light turns 60% of your Intellect into spell power at 3/3, which is why Intellect gear becomes your best leveling stat late in the game. This part follows beta data and will be checked after launch.
Retribution Paladin, level 60
Protection Build for Dungeon Tanks
One-hander and shield · Dungeon tanking
If you would rather tank your way to 60, this build goes deep into Protection for Reckoning, Iron Creed, Templar's Bulwark and Holy Shield, with Benediction and Improved Judgement for mana. In Stamina and Spirit gear it also quests well when you pull two or three mobs at a time and let Consecration and Reckoning do the work.
Protection Paladin, level 60
The Paladin rotation is a short priority list, and Forever makes it smoother. Judgement is off the global cooldown and no longer consumes your seal, so you never have to recast a seal after judging. Holy Strike is an instant weapon attack with extra Holy damage that you use every time it comes off cooldown.
On every pull, go through this order:
Your real limit while leveling is mana, not damage. Spirit only regenerates mana after five seconds without casting, so the efficient pattern is to front-load: spend your Judgement, Holy Strike and Consecration early in the fight, then finish the mob with auto-attacks while Spirit ticks back in. Use Blessing of Wisdom on yourself when you are short on mana, and Blessing of Might when mana is not a problem.
Your defensives double as healing tools. Divine Shield makes you immune long enough to cast two full Holy Lights, so use it to turn a lost fight around rather than just to run away.
The biggest trick for a Forever Paladin goes against instinct: Strength is not your best leveling stat. About 70–80% of a Paladin's damage comes from abilities and the weapon itself, so extra Strength adds little, while Stamina, Spirit and Intellect let you press your buttons more often and skip drinking. Beta simulations also put spell power almost exactly level with Strength for damage, and Agility behind both.
The practical stat order while leveling:
Your weapon matters more than any of it, because Holy Strike and Seal of Command both scale with weapon damage. A slow two-hander, 3.2 seconds or more, gives Seal of Command the biggest hits, and a weapon that also carries spell power is better still. These upgrades are worth planning around:
| Level | Weapon | Where it comes from | Notes |
|---|---|---|---|
| 16–22 | Rhahk'Zor's Hammer | Rhahk'Zor in The Deadmines | 3.2-speed two-hander with Stamina and spell power; the Retribution power spike |
| 17–25 | Scepter of the Abandoned | New Forever drop | One-hander with 24 spell power, for Protection, Holy or a spell power build |
| 20–25 | The Stitcher | Horde only | One-hander with healing and spell damage |
| 37–45 | Ravager | Herod in the Scarlet Monastery Armory | 3.5-speed two-hander for Seal of Command |
You move from mail to plate at level 40, but do not swap a Stamina and Spirit mail piece for a Strength plate piece just because it is plate.
Paladins are no longer Alliance-only: in Forever the Forsaken join Humans and Dwarves, so each faction has a Paladin race. For leveling, the most valuable racials are the ones that cut downtime between pulls.
| Race | Faction | Key racials for a Paladin | Why it helps while leveling |
|---|---|---|---|
| Undead | Horde | Cannibalize, Touch of the Grave, Will of the Forsaken | Cannibalize restores 7% health every 2 seconds on a corpse, and attacks drain health; the strongest leveling pick |
| Human | Alliance | Sword Specialization, The Human Spirit, Will to Survive | 5% more Spirit for mana regeneration and 2% crit with swords |
| Dwarf | Alliance | Stoneform, Mace Specialization, Big Game Hunter | 5% more damage to beasts, 1% crit with maces, and a physical damage reduction on demand |
On the Alliance side, take a Dwarf if you plan to use maces, which most early Paladin weapons are, and a Human for swords and the extra Spirit.
Forever keeps the Classic experience curve but pushes players into the open world. Since the October 1 beta build, dungeon quests give half their old bonus experience, and dungeon mobs give far less than in Classic even after the 20% increase on October 8. Low-level mobs were trimmed on purpose too, so once a zone turns green, move on.
That suits a Paladin well: questing is your strongest way to level, and you run each dungeon once for its quests and a weapon upgrade. The table shows the usual zone order for both factions; Horde Paladins start in Tirisfal Glades.
| Levels | Horde | Alliance |
|---|---|---|
| 1–10 | Tirisfal Glades | Elwynn Forest, Dun Morogh |
| 10–20 | Silverpine Forest, The Barrens | Westfall, Loch Modan, Darkshore |
| 20–30 | Stonetalon Mountains, Ashenvale, Hillsbrad Foothills | Redridge Mountains, Duskwood, Wetlands, Ashenvale |
| 30–40 | Thousand Needles, Desolace, Arathi Highlands, Stranglethorn Vale | Arathi Highlands, Desolace, Stranglethorn Vale |
| 35–45 | Riverglades (new in Forever) | Riverglades (new in Forever) |
| 40–50 | Tanaris, Feralas, The Hinterlands, Badlands | Tanaris, Feralas, The Hinterlands, Badlands |
| 50–60 | Un'Goro Crater, Felwood, Burning Steppes, Winterspring, Eastern Plaguelands | Un'Goro Crater, Felwood, Burning Steppes, Winterspring, Eastern Plaguelands |
The dungeons worth a single clear on the way to 30 are Ragefire Chasm or The Deadmines (Rhahk'Zor's Hammer is there), the new Ruins of Lordaeron, Wailing Caverns, Shadowfang Keep, Blackfathom Deeps, and the new Excavation Site and City of Dalaran in the late 20s. Our WoW Forever dungeons overview lists every dungeon with its level range.
If your schedule does not leave room for a full climb, our WoW Forever leveling service can take a Paladin to 60 while you focus on the endgame.
Paladin professions are about gear and saving gold. Every crafting profession also awards a Legacy point at 150, 225 and 300 skill.
Our WoW Forever professions guide covers every recipe path from 1 to 300.
Thrill of Adventure is an excellent first pick for a Paladin, because it restores mana as well as health: at 5/5 every non-trivial kill outside dungeons, raids and battlegrounds returns 5% of both over 10 seconds. If you are leveling an alt, Talented gives you five extra talent points early, enough for 5/5 Divine Strength or the first Retribution talents several levels sooner.
We explain where every Legacy point comes from in our WoW Forever Legacy Points guide.
A Paladin can fill any dungeon role, and Forever gives each one a real toolkit instead of a workaround.
Tanking. Seal of Fury, trained at level 10, is the new tanking seal: it deals damage, gives you an absorb shield based on spell power, and turns Judgement into a taunt. Turn on Righteous Fury from level 16 for 60% more threat from Holy damage, then hold packs with Consecration and Holy Strike. Holy Shield and Templar's Bulwark cover dangerous pulls, but Templar's Bulwark interacts with Forbearance, so do not plan to chain it with Divine Shield.
Healing. Holy Light is your efficient heal and Flash of Light the fast one. In Forever, Holy Shock pairs with the new Light's Vigil talent: prepare an ally with Light's Vigil, and the follow-up Holy Shock heals their whole party.
Damage. As Retribution, your job is damage, but your toolkit still saves groups. When a mob reaches the healer, Blessing of Protection makes them immune to physical attacks while the tank takes it back, and Blessing of Salvation on your damage dealers lowers their threat. Rebuff everyone after a resurrection.
A few habits from the beta make a big difference:
These are the questions players ask most often about leveling a Paladin in Forever.
What is the best Paladin spec for leveling in WoW Forever? Retribution for solo questing, thanks to Seal of Command, Pursuit of Justice and simple play. Protection is the better pick if you mostly tank dungeons, and a Holy Shock build works well in a duo.
Can Horde players be Paladins in WoW Forever? Yes. Undead can now be Paladins, joining Humans and Dwarves on the Alliance side.
When do Paladins get Consecration? At level 20 from the class trainer. Consecration is no longer a Holy talent, so every Paladin gets it.
Should I use Seal of Command or Seal of Righteousness? Seal of Command with a slow two-hander, 3.2 seconds or more. Seal of Righteousness before you have Seal of Command and with fast or one-handed weapons.
Do Paladins need Strength while leveling? Less than you think. Stamina, Spirit and Intellect save more time than Strength adds damage, and beta simulations put spell power level with Strength.
