The City of Dalaran dungeon opened with the level 30 bracket, and its gate is locked. To get in, one player in your group needs the Dalaran Sewer Key, which comes with the quest Heart of Disruption from the Image of Archmage Modera outside the city. For the Alliance that is one short breadcrumb from Southshore. The Horde has to work for it: a four-quest chain out of Tarren Mill through a prison camp and the patrols around the city walls.
Below you will find both chains step by step with coordinates, which side quests you can skip, how to stay alive near the city guards, and what Heart of Disruption pays once you clear the dungeon.
The key is not a classic attunement where every player has to finish the chain. It opens the sewer gate for the whole party, so a group needs only one key holder, and the rest can join without doing a single step.

The key quests require level 30, while Heart of Disruption itself and the other City of Dalaran quests are available from level 24. The key goes into your keyring the moment you accept Heart of Disruption, because the quest provides it. Keep Heart of Disruption in your quest log until your group is inside.
The Alliance route is short because Dalaran is friendly to it. Fly to Hillsbrad Foothills and land in Southshore; Dalaran has no flight master of its own.
While you are at Modera, also take Starving Arcane, one more dungeon quest she gives to the Alliance. The other two Alliance dungeon quests, A Green Sample and Power Overwhelming, start in Stormwind, so grab them before you leave the capital.
The Horde chain runs between Tarren Mill and the camps around Dalaran. Set your hearthstone at the Tarren Mill inn first: you will come back to Magus Wordeen Voidglare three times.
In the southeastern building of Tarren Mill, at about 61.5, 20.7 in Hillsbrad Foothills, Magus Wordeen Voidglare gives two quests at once: Prison Break In and Key to the City. Both are done at the Lordamere Internment Camp, west past the Hillsbrad Fields and north along the lake.
Hearth back to Tarren Mill and turn in both quests.
Voidglare's next quest, Dalaran Patrols, asks for 6 Dalaran Summoners and 8 Elemental Slaves. Both spawn on the slopes east of Dalaran. This is the hardest part of the chain:
Return to Tarren Mill and turn it in.
Voidglare now gives Blood in the Streets: find a way into Dalaran along Lordamere Lake. Follow the shore from the internment camp, or fly to The Sepulcher in Silverpine Forest and swim east across the lake.
At the sewer gate outside the northwest wall, at about 8.8, 59.6 in Alterac Mountains, you find the Image of Archmage Modera. Speak to her to complete Blood in the Streets, turn it in and accept Heart of Disruption. The Dalaran Sewer Key goes into your keyring, and the attunement is done.
Keeper Bel'varil, in the same Tarren Mill building, offers two quests that look like part of the chain but do not unlock anything for Dalaran right now:
Both give Undercity reputation and experience, and Bracers of Binding overlaps with Dalaran Patrols, so it costs almost nothing to do them together. Neither leads to a follow-up quest yet, so skip them if you are short on time.
Heart of Disruption is the one dungeon quest to prioritize inside: bring the Arcane Mote from the Shade of the Archmage, the last boss. The Alliance turns it in to Modera at the gate, the Horde to Voidglare in Tarren Mill. The reward is one of three items:
