WoW Forever drops the realm list. When you create a character for the November 4 launch, you pick a ruleset instead, and that choice is close to permanent. Normal, PvP and Roleplaying open on day one, while Hardcore follows some time after launch.
Each ruleset is one huge shared space rather than a single server, so the question is no longer which realm will stay populated. It is how much danger you want while you level. On Normal you fight other players only when you opt in; on PvP every contested zone is open conflict, and your account is locked to one faction there.
Below, we compare all four rulesets, explain who you can group and queue with, what happens if you want to switch later, and which ruleset fits your playstyle.
A ruleset replaces the old realm. Blizzard calls each one a "broad player ecosystem" rather than a single server, so there's no "wrong realm" to pick. What the ruleset does decide is how world PvP works for that character, whether your account can have both factions, and who you can group with.

The PvP ruleset is the classic PvP-server experience, plus two rules Classic never had.
Battleground progress, PvP ranks and gear work identically on every ruleset except Hardcore. Nothing announced so far gives the PvP ruleset extra Honor or Rank Points.

You can only group, run dungeons and raid with players on the same ruleset, but battlegrounds mix players from Normal, PvP and Roleplaying.

Alongside the ruleset, you choose a preferred online language and mostly meet players who share it. Set it under Game Menu (Esc) → Options → System → Languages and Social → Preferred Online Language. The setting is account-wide and has a 24-hour cooldown between changes.
You can't move a living character to another ruleset. To play elsewhere, you create a new character there, so treat your first choice as permanent.
The one exception is Hardcore, once it arrives after launch: a Hardcore character that dies can transfer to any other ruleset, including PvP. Hardcore itself is a closed ecosystem - progress earned there counts elsewhere, but nothing from other rulesets flows into it, and PvP Legacy Challenges can't be done in Hardcore.
The choice comes down less to how much PvP you plan to do than to whether you want fights to find you while you quest.

Does my ruleset affect PvP ranks or gear? No. Battlegrounds mix Normal, PvP and Roleplaying players, and ranks work the same everywhere except Hardcore.
Can I play Horde and Alliance on the PvP ruleset? No, one faction per account on PvP. Normal, Roleplaying and Hardcore allow both.
Can I switch my character to PvP later? No. Only a dead Hardcore character can transfer.
Can I group with a friend on another ruleset? Not for dungeons or raids. You can meet in battlegrounds.
Will one faction dominate the PvP ruleset? Blizzard plans to limit new characters for the bigger faction when needed, as in Season of Discovery.
