Patch 10.1 introduced a new universal gear upgrade system to WoW. This system revolves around collecting Flightstones and Dreaming Crests, allowing PvE gear obtained in the current Dragonflight season to be upgraded to a couple of item levels.
Any piece of gear that can be upgraded will have a tooltip like the ones below, showing an upgrade level and a progression step. For each step, the piece will gain 3 or 4 item levels. Each item you obtain will belong to a given track. This track limits how high you can upgrade a certain item, meaning you can no longer spam low keystone dungeons for items and upgrade them to the max.
When upgrading an item, you must spend Flightstones and a specific crest, such as Whelpling's Dreaming Crest, Drake's Dreaming Crest, Wyrm's Dreaming Crest, Aspect's Dreaming Crest to increase its item level. Each step will cost you one Dreaming Crest and several Flightstones. The number of Flightstones depends on the item level of the item and item slot. Once you upgrade or obtain an item at a particular item level, any upgrades to other items to reach that item level for that given slot will have a discount.
Dreaming Crests come from various content difficulty levels, including outdoor gameplay, Mythic+ dungeons, raids and rated PvP. With higher level Crests coming from rated play at higher PvP rating levels. Also, you can upgrade PvE ilvl of PvP gear with Dreaming Crests and Enchanters may use Dreaming Crests to create Enchanted Crests. These crests can be used when crafting or recrafting items to empower them.
With DF Patch 10.2 changes, you can earn 90 Dreaming Crests of each type during the first week of 10.2, and each subsequent week will increase the weekly cap by 90 so that the cap will be high enough not to worry about it after a few weeks.

To upgrade Dragonflight Season 3 PvE items or PvE level of PvP gear, you must spend Flightstones and a certain Dreaming Crests to increase its item level. Each step will cost you one crest and several Flightstones. The number of Flightstones depends on the item level and slot, with weapons costing more Flightstones to be upgraded than bracers or gloves, for instance. There are discounts that reduce the number of Flightstones and crests required to upgrade items. Flightstones are obtained from a multitude of activities. From completing events in Emerald Dream to completing Mythic+ dungeons to killing raid bosses, any current Season activity rewards Flightstones. With Patch 10.2 changes, you can get Flightstones from various PvP activities and Dreaming Crest of any type from rated PvP activities. No limits exist on how many flightstones you can obtain in a given week, but you can get only 2000 per character.

With this, any item that drops on the Veteran track can be upgraded all the way to 463, or any items on the Explorer track can be upgraded all the way to 437.
New to Patch 10.2, you'll be able to upgrade your Dreaming crests into a higher tier crest. This trade is done in a 6:1 ratio. Note, however, that this change is not unlocked right away. There are gearing milestones that you must clear until you can do these trades.

Enchanters may use Dreaming Crests to create Enchanted Crests. These crests can be used when crafting or recrafting items to empower them, allowing crafted items to reach up to item level 486.

Enchanted Whelpling's Dreaming Crest is used by Rare (Blue) recipes, unlike the other two. Blue recipes don't require Sparks to be crafted.
