How to get Otto?

Before starting the hunt for Otto, you’ll need to learn Dragon Isles Fishing and level it to 25. You can learn local fishing from any Fishing trainer on the Dragon Isles. Also, you will need to level up your Renown with Iskaara Tuskarr factions to level 7 to unlock Fishing Holes in the Waking Shores and Ohn’ahran Plains. The final thing you’ll need is Iskaaran Harpoon. This item is crafted from items found in Iskaara and you can ask Tavio to craft it for you.

After you get enough fishing, you will need to obtain the Aquatic Shades, the toy used to uncover the next part of the secret. This toy is a guaranteed drop from the Immaculate Sac of Swog Treasures, the best bag purchased from The Great Swog by a cave in the southeastern portion of Ohn'ahran Plains. The Great Swog cave can be found at 81.9 72.1 in the Ohn'ahran Plains.

The Immaculate Sac of Swog Treasures costs 1 Gold Coin of the Isles, which can be (very rarely fished) or exchanged for 5 Silver Coin of the Isles (which are exchanged for 15 Copper Coin of the Isles). To obtain one Gold Coin, you need a total of 75 Copper Coin of the Isles. All coins can be obtained while fishing in the Dragon Isles or defeating Lunker mobs in fishing holes. Lunker raids are by far the fastest way to obtain coins, but you can kill them only after you use your Iskaaran Harpoon. Once you have the required coins, simply exchange them and purchase the toy with the Great Swog.

The next step of the puzzle is to obtain the Empty Fish Barrel, which will be used to give Otto some fish. With the Aquatic Shades in hand, head to the Bubble Bath, the Dive Bar off the coast of the Waking Shores, north of the Obsidian Throne. The Bubble Bath dive bar cave can be found at 19.6 36.5 in the Waking Shores.

At the bar, find a dancing mat and stand on it. You will start dancing and get the debuff Dance, Dance 'Til You're Dead. Once the dance debuff expires, you will pass out and wake up by the Hissing Grotto in the Waking Shores (just above the dive bar), next to a barrel. Interact with it to loot the Empty Fish Barrel.

After you get the barrel, it's time to fish. You are able to fill the barrel once you fish the following fish. You need to fish all the required fish in the following order below, and interact with your Empty Fish Barrel once you complete each step:

100 Frigid Floe Fish, a relatively high drop fish that can be fished in the open waters of Iskaara in Azure Span. Using the barrel with 100 Frigid Floe Fish gives you a Half-Filled Fish Barrel.
25 Calamitous Carp, a rare drop fish that can be fished in the lava around the Obsidian Citadel in Waking Shores. As this is considered a rare reagent, Fishing gear with Perception helps speed this up. Using the barrel with 25 Calamitous Carp gives you a Brimming Fish Barrel.
1 Kingfin, the Wise Whiskerfish, the Wise Whiskerfish, a rare drop fish that can be fished in the waters by Alge'thar Academy in Thaldraszus. There is a small dock in the area which is perfect for fishing. It is currently unconfirmed, but Perception gear might also make this grind a lot faster. Using the barrel with the Whiskerfish gives you an Overflowing Fishing Barrel.

Once you obtain the Overflowing Fishing Barrel, return to the Hissing Grotto in the Waking Shores (the area where you woke up after passing out from dancing at the Dive Bar) and leave the Overflowing Fishing Barrel where you first found it. Once you find it, Otto will show up and give you a quick quest to obtain the mount.

Otto is a ground and aquatic mount that also has a neat easter egg: If you mount on Otto while wearing the Aquatic Shades, he will also wear some shades to match with you!
