WoW Forever PvP Gear Boost gets you the faction PvP armor in either of its two versions, and Rank 14 adds epic weapons on top. The rare set is bought from the PvP vendor for Honor, while the epic set is the same armor upgraded slot by slot with Emboldened Seals that unlock at PvP ranks 8 to 13.
That makes the two orders very different. Rare honor gear is a matter of playing battlegrounds until the Honor is there, while epic gear and weapons follow the rank ladder up to Rank 14. What the order covers:

Rank 13 is the finish line for the armor. Rank 14 adds the epic weapons and the High Warlord or Grand Marshal title but no armor piece, so it is worth ordering only if the weapons or the title are your goal. If you need the rank without the gear, order the WoW Forever Rank boost instead.
PvP gear in WoW Forever takes two kinds of time: evenings of battlegrounds for Honor, and weeks on the rank ladder for the epic seals. Ranks start again every season, so a slow climb can leave the epic set unfinished when the season ends.

Each epic piece is the rare piece upgraded with an Emboldened Seal, and the seals unlock with PvP ranks 8 to 13. Ranks also unlock a trinket, cloaks, mounts and epic weapons at Rank 14. It is the same armor at two quality levels. The rare set is bought from the PvP vendor for Honor with no rank condition. To make a piece epic, you need that rare piece plus an Emboldened Seal for its slot, and each seal requires a PvP rank: wrist and belt at Rank 8, boots at 9, gloves at 10, legs and shoulders at 12, chest and helm at 13.
Rank 13 for the full epic armor set, since the chest and helm seals unlock there and close the last two slots. The rare set needs no rank at all, only Honor. Rank 14 adds no armor piece: it unlocks the epic weapons and the top title, High Warlord or Grand Marshal.
Yes, when your order includes rank progress. Rank 2 unlocks the PvP Insignia trinket for purchase, and the pros buy it with Honor along the way, early in the climb.
Our pros play the battlegrounds for you until the Honor for each piece is there, then buy the rare version from the PvP vendor. For epic gear, they climb the PvP ranks that unlock Emboldened Seals and apply each seal to its rare piece. Everything lands on your character, so you get the gear without the queues.
