Hyjal Summit access comes from The Vials of Eternity. We defeat Lady Vashj for Vashj's Vial Remnant and Kael'thas Sunstrider for Kael's Vial Remnant, then complete the quest to unlock the raid.
Black Temple requires the longer Akama quest chain with objectives in Arcatraz, Serpentshrine Cavern, Tempest Keep, and Hyjal Summit. The final raid step requires defeating Rage Winterchill for the Time-Phased Phylactery before completing the chain and receiving the Medallion of Karabor.
