While Timewarped Badge can be farmed during any Timewalking event which occurs every month and lasts for a week, Wrath of the Lich King timewalking vendor appears only during the active timewalking event of this particular expansion. There are 2 ways of farming Ironbound Wraithcharger mount:

1. Stress-free farming of 5000 Timewarped Badge during any other timewalking events, then immediately buy the mount when Wrath of the Lich King event occurs. However, by hoarding the currency, you may miss the opportunity to buy timewalking mounts of other expansions which cost the same price of 5000 Timewarped Badge.
2. Get 5000 Timewarped Badge during Wrath of the Lich King timewalking event. This option comes with a risk, however: events lasts only 7 days and farming 5000 Timewarped Badge takes at least 5 days of hardcore farming. If, by some reason, you couldn't get enough in time you will have to wait until Wrath of the Lich King occurs again the timewalking expansions rotation.
