Liberation of Undermine DPS Tier List in Patch 11.1 of The War Within

Updated 04 Apr 2025 | Author: Dmitro | ~11 min

Ready to conquer the new Liberation of Undermine raid? Want to know which DPS specializations will dominate the damage meters, allowing you to unleash your full potential and rise to the top of the rankings? We've got you covered!

In this article, we'll unveil the DPS specializations that currently stand out in Liberation of Undermine and discuss those that, unfortunately, fall short — explaining exactly why they perform the way they do.

Liberation of Undermine Tier List: What Each Rank Means

Before diving into the tier lists themselves, let's first make clear what all these A, B and Cs actually represent:

  • S tier: These are the specializations that are expected to dominate the metagame, with Raid groups widely favoring these specs over all the others due to their exceptional DPS and/or utility provided.
  • A tier: These specs offer strong damage profiles while also providing a good balance of utility and survivability. A-Tier specs are likely to be popular and get fast invites to Raid groups.
  • B tier: B tier specs perform well enough in terms of their damage output but have some noticeable downsides in terms of damage, survivability, or utility.
  • C tier: C tier dwellers currently strongly lack in their DPS performance and/or utility that they can provide to the Raid group.

For Raid Leaders: please keep in mind that for the vast majority of cases, you should choose to bring the better player and not the better specialization because in the average and above-average level of play personal skill makes way more difference than even the strongest of specs can!

Melee DPS Tier List in LoU Raid

Liberation of Undermine Tier List

S tier

  • Arms Warrior excels with powerful burst windows and a strong Execute phase. New Season 2 set bonuses complement its big hits, letting it maintain competitive damage on sustained fights. While not the best at multi‐target, Arms brings excellent priority DPS for burning down critical raid targets. Rallying Cry remains a valuable raid cooldown, and decent mobility helps with the new Raid’s movement‐heavy mechanics. Overall, its burst potential, robust single‐target, and Execute strength place Arms among the top specs in Liberation of Undermine.
  • Fury Warrior stands out for its (surprisingly) consistent damage profile, mixing strong single‐target with solid AoE. Rapid Rage generation lets Fury smoothly shift from boss damage to cleaving adds as needed. Self‐healing tools (like Bloodthirst) enhance survivability, handy in dynamic encounters where healers are taxed. While it needs to keep Enrage active for peak performance, Fury’s synergy with current tier set bonuses and straightforward rotation make it a reliable choice.
  • Havoc Demon Hunter remains a top pick thanks to incredible mobility, potent AoE, and high burst potential through Eye Beam and Metamorphosis. It navigates the Raid’s add phases smoothly, and Darkness provides valuable group utility in tense moments. Strong defensive cooldowns help manage punishing boss mechanics. Although Havoc can see dips if Fury resource management falters on lengthy encounters, its overall damage ceiling and capacity to capitalize on frequent target switches secure it a leading spot in the new raid tier.
  • Windwalker Monk remains a versatile melee spec with awesome AoE and decent single‐target output. Quick movement abilities help it handle mechanics smoothly, and Mystic Touch increases the entire raid’s physical damage. The spec can be punishing if you mismanage Chi or fail to sequence cooldowns properly, but well played Monks deliver consistently high damage, placing them comfortably in S‐tier for the new raid.
  • Subtlety Rogue continues to dominate where burst and priority damage matter. Its Shadow Dance windows produce massive single‐target hits, making it ideal for raid encounters requiring quick elimination of high‐threat adds or bosses with timed vulnerability phases. Though Subtlety’s AoE can be somewhat limited outside frequent Black Powder usage, it excels at funneling damage onto critical targets — an invaluable strength that keeps it in the S‐tier this raid.

A tier

  • Retribution Paladin has had talents revamped and further tuning adjustments applied which've put Ret back in a solid place. It boasts impressive burst via Avenging Wrath and strong consistent single‐target damage. It still faces mobility challenges, and once main CDs are down, damage can dip. However, its overall strength and utility justify a high tier ranking in Liberation of Undermine.
  • Enhancement Shaman thrives in content with frequent add waves, thanks to chain‐procs from Maelstrom Weapon and Feral Spirit. These enable hefty, sustained damage across both single‐target and multi‐target scenarios. Beyond damage, Enhancement offers desirable raid utility: Windfury Totem benefits melee allies, and various totems add valuable support. While rotation can be demanding and reliant on good procs, the payoff is top‐tier performance and strong raid contributions in Liberation of Undermine.
  • Feral Druid offers strong sustained single target damage, amplified by bleeds and improved Berserk windows. High mobility allows for efficient handling of movement intensive bosses, and combat utility (Rebirth and Mark of the Wild) supports the group. In Liberation of Undermine, Feral’s damage ramps steadily, making it excel on longer fights. However, it lacks the explosive AoE some other specs offer, and mistakes in bleed upkeep severely hinder performance. Still, its solid single‐target, respectable utility, and improved burst potential keep Feral competitive at A tier.
  • Outlaw Rogue excels in encounters with continuous add spawns or cleave situations, thanks to Blade Flurry replicating single target damage onto multiple foes. While it may not burst as hard as Subtlety, Outlaw’s steady, sustained output shines in extended fights. Even though Roll the Bones buffs can be unpredictable, a favorable roll can still propel the spec’s DPS significantly.

B tier

  • Frost Death Knight packs a punch through solid AoE tools and single‐target burst under Pillar of Frost. It performs well when encounters offer consistent add waves to maintain cleave damage. However, the spec can struggle if Breath of Sindragosa timing doesn’t align with boss mechanics, causing damage dips. Mobility, which is highly important in Liberation of Undermine, also remains a known weakness compared to more agile classes. All in all, the spec is currently not having it's best moment.
  • Unholy Death Knight is another DK spec which is currently struggling: it shares all the mobility issues with it's Frost counterpart and although the Unholy's dot damage is still as awesome as ever, the spec lags behind top picks in pure single target if his damage windows aren’t ideally optimized.

C tier

  • Survival Hunter lacks robust raid utility compared to other specs, and its single target can feel very underwhelming without proper bomb timings. In Liberation of Undermine, other Hunter specs outperform it in raw DPS or mobility. Let's hope Blizzard addresses the spec's problems in future tunings.
  • Assassination Rogue delivers lethal damage over time through poisons and bleeds, traditionally excelling in prolonged single‐target phases. In this new raid, though, fights often reward burst or flexible AoE, areas where Assassin is weaker. Even their ST currently doesn't shine bright, leaving the spec in C tier at the moment.

Range DPS Tier List in LoU Raid

Liberation of Undermine Tier List

S tier

  • Devastation Evoker delivers top tier damage in both burst phases and sustained fights. They excel at single target DPS while also packing potent cleave for multi target moments. Exceptional mobility lets them keep up damage through heavy movement mechanics. With decent defensives and useful raid utility (like Blessing of the Bronze), their only limitation is a short 25-yard range – a minor issue in most Undermine encounters.
  • Fire Mage is back at the top thanks to recent buffs enhancing their already potent damage output. Combustion fueled bursts are perfect for burn phases or nuking priority targets, while sustained Ignite spread handles add waves reliably. The spec stays mobile and surprisingly durable. With a handy toolkit (Intellect buff, Time Warp, etc), Fire offers a complete package, securing its S-tier spot.
  • Beast Mastery Hunter shines thanks to 100% mobile damage – they can maintain full DPS even while constantly moving for mechanics. Their sustained single target output is just excellent, and they can burst down clustered adds with Beast Cleave (though they struggle when targets are very spread out).
  • Shadow Priest excels in single-target damage, but their ability to maintain focus while effortlessly cleaving distant targets makes them one of the top-ranged DPS specs. Their high output drives their ranking, and they bring extra utility with Vampiric Embrace, providing off-healing in critical raid moments. Additionally, Dispersion serves as a strong defensive cooldown, even acting as an "immunity" soak when needed.

A tier

  • Elemental Shaman earns a high spot thanks to versatility and utility. They can unleash impressive burst AoE to decimate clustered adds, yet still deliver solid single target DPS, letting them contribute in both multi-add and pure boss fights. They do need to cast to ramp up damage, so constant movement can hurt their output, but instant Lava Surge procs and Spiritwalker’s Grace mitigate that.
  • Affliction Warlock's multi-dot mastery secures it a spot in A tier. In fights with multiple targets or prolonged phases, it shines by blanketing enemies in DoTs and unleashing Malefic Raptures for huge damage. Its sustained output on spread targets is top-notch. Although its pure single target DPS is average, Affliction can keep pressure up during movement by refreshing DoTs on the go. Like all Warlocks it offers great raid utility (like Healthstones) and strong survivability, making it a high-value pick when multi-target damage is needed.
  • Marksmanship Hunter delivers formidable burst in both single-target and AoE scenarios. Unlike BM, MM Hunter needs to stand still for big casts, but with careful positioning it still handles movement phases fine. Given its boosted damage output and baseline hunter tools, Marksmanship has risen to A-tier in this Raid tier.

B tier

  • Destruction Warlock is a solid performer with powerful burst cleave, but some limitations keep it B tier. Its strengths show on fights with grouped enemies. However, Destro struggles in high movement or spread out encounters – hard-cast spells and turret-style DPS mean any forced movement or distant targets cut into its damage.
  • Demonology Warlock offers strong sustained single target damage and decent cleave, balanced by a heavy setup requirement. Once a Demo Warlock ramps up their demonic entourage (Dreadstalker, Felguard, and an empowered Demonic Tyrant), they deal impressive boss damage and can implode Wild Imps for burst AoE on clustered adds. The drawback is needing time (and relative stillness) to build this momentum, which makes Demonology a B tier spec in a mobility heavy Liberation of Undermine.
  • Augmentation Evoker keeps it's signature buff Ebon Might significantly increases the entire group’s damage during critical moments, effectively boosting overall raid DPS. They remain highly mobile and fairly durable, ensuring they can keep buffing allies through intense mechanics. While not topping damage charts themselves, having one Augmenter greatly enhances raid performance.
  • Frost Mage is a steady, control-oriented DPS that lands in B tier. Its damage is consistent, especially on cleave – Frozen Orb and Blizzard deal strong AoE, and Ice Lance cleaves add solid two-target pressure. Instant procs give Frost decent mobility, and it’s fairly durable. However, Frost lacks punchy burst – it simply can’t hit the high damage peaks that top specs reach, leaving it a step behind in the current raid.

C tier

  • Balance Druids are underwhelming this tier, struggling to keep up with higher-ranked specs. They can put out respectable sustained AoE via Starfall and multi-dotting, but the Raid’s fights often demand burst damage or lots of movement – areas where Balance falters. Their ramp-up (Eclipse cycles, cast setup) makes them slow to respond to fast mechanics or target swaps, and continuous movement interrupts their cast-heavy rotation, sharply cutting their output.
  • Arcane Mage sits in C tier as a classic boom-or-bust specialization. Their burst potential is sky high – an Arcane Surge into Touch of the Magi can chunk down bosses or priority adds with ease. But outside of those cooldown windows, Arcane’s sustained damage is very very modest, and it heavily relies on standing still to cast and manage mana. Heavy movement quickly hampers an Arcane Mage’s output since their hardest hitters require casting, which further lowers their power in the new Raid.
