Although all three Mage specializations are more than fine in the War Within leveling, we have found Frost to be both the fastest and the most relaxed option. Here are the talents that you should be aiming for:

After reaching level 71 you will finally be able to choose the new expansion's major feature, Hero Talents. We highly advise to go for the FrostFire Talent Tree as the other option heavily relies on mobs not dying quickly which is a rare occurance during leveling.
In the modern World of Wacraft there are numerous ways of leveling up your fresh character. Some options are slower, while others provide you with a nice speed boost but require a group of friends.
The most "traditional" option is to pick a 10-70 timeline and just do the questing until you reach lvl 70 and proceed to the The War Within Campaign. Note, that if you're leveling your first character completing the TWW Campaign is essential for unlocking content for your alts and offers a significant amount of XP. Prioritize completing the main quests first, especially for your main character, to unlock Adventure Mode. However, the campaign alone won’t take you to level 80 so you will need to add a mix of Delves, Dungeons and Side-Quests to reach the sweet number of 80.
Generally speaking leveling via Quests is rather cosy and "athmospheric" but sadly quite slow. What's definitely not slow is our Powerleveling Boosting Service which can make your character get from 1 to 80 in less than a day!
A noticeably faster leveling method compared to just questing, but has a couple of obstacles: long queues for DPS and unpredictable competence of your random teammates. But if you're playing with a bunch of friends or just have a tank friend then LFG Dungeon Spamming is just miles ahead in terms of raw exp/hour ratio.
Happening approximately every three weeks, Timewalking Dungeons are on average the fastest way for leveling from 10 to 80 because of their relative ease and shorter durations (compared to TWW dungeons). But as with regular LFG Dungeon Spamming unless you're a healer/tank or have a tank friend you will have to spend time waiting in queue and then be on the mercy of your random tank's pulling skills.
Delves used to be a great way to rapidly get from 70 to 80 at the start of TWW, but since then has been heavily nerfed and is now a rather long (and boring) option of reaching max level on your character.
Properly equipping your character can massively boost it's power, so choose the items based on the stats they posess, but always remember that item lvl carries way more value than even the best stats for your spec, especially during levelling. Frost Mages should prioritize these stats:
