You can get it with a low chance from Fyrakk on any difficulty and equip it to begin the quest chain required to wield this legendary axe. Equipping the legendary will give you a quest that ultimately leads to Handling It quest, which requires the help of other players with professions.
It's broken into three long quest chains:
To complete Handling It: Shadowed Dreamleaf quest from Symbiotic Glowspore Grip quest chain, you'll first need to complete Superbloom objectives to collect 200 Shadowed Dreamleaf. You can use Tattered Dreamleaf on a party member to speed this up.
From there, you can have a Leatherworker craft Erden's Dreamleaf Grip with the following reagents:
Once crafted, continue the quest chain to obtain Symbiotic Glowspore Grip.
To complete Handling It: Radiant Fleck of Ash quest from Concentrated Sophic Vellum quest chain, you will need to collect 20 Radiant Fleck of Ash, which drop along with any gear obtained in the Open World Emerald Dream. Buying Fallen Protector Handguards from Moon Priestess Lasara at Dream Wardens Renown 7 also triggers this effect.
From there, you can have an Enchanter craft Shalasar's Sophic Vellum with the following reagents:
Once finished, continue the quest chain to obtain Concentrated Sophic Vellum. The final part of the quest chain requires the use of 10 Random Awakened Elements, with each use providing 5% progress. Plan accordingly, or do the quest near an auction house.
To complete Handling It: Taut Tethercoil quest from Rune of Shadowbinding quest chain, you will need to collect 50 Taut Tethercoil from Rares in the Open World Emerald Dream, at a rate of 1-3 each.
From there, you can have a Scribe craft Lydiara's Binding Rune with the following reagents:
Once finished, continue the quest chain, which requires you to kill several Amirdrassil bosses while tethered to them, to obtain Rune of Shadowbinding.
Once you've finished all the crafting and subsequent questing, equipping the axe will send you into a unique scenario, to face down the Echo of Fyrakk. Completing this difficult encounter will purge the influence of Fyrakk once and for all, upgrading your weapon to the mighty Fyr'alath the Dreamrender!
